The maximum Disabled Facilities Grant in England is £30,000, and that figure is the same in every council area. What changes from council to council is the size of the budget sitting behind it, and how long the work takes to reach you. Those two things have never been published side by side. This page merges them into one table covering all 296 housing authorities in England.
The short answer
In 2026/27 England’s 296 housing authorities share £723 million of Disabled Facilities Grant funding. That is £12.29 per resident, or £64.36 per resident aged 65 and over. The maximum grant is £30,000 per household everywhere in England, but the budget behind it varies more than tenfold: Burnley has £33.47 per resident, Uttlesford £3.13. Nationally a Disabled Facilities Grant takes an average of 247 working days from first enquiry to finished work.
What we found
- The funding gap between council areas is 10.7 to one. Burnley receives £33.47 of DFG budget for every resident. Uttlesford receives £3.13. The median authority sits at £11.61. (City of London, at £2.94 per resident, is a special case: it is a housing authority with a resident population of about 15,600.)
- Transitional protection is holding the historic pattern in place. The 139 authorities frozen at their 2025/26 figure already have a median of £12.90 per resident. The 157 authorities that gained funding have a median of £9.85. In other words, the councils protected from a cut are the better funded ones, and the councils catching up are still behind.
- The worst funded areas are already rising as fast as the formula allows. Nine of the ten lowest funded authorities per resident are on the maximum increase of 3.6%, and eight of the ten highest funded are frozen at last year’s figure.
- Region matters as much as council. The North West receives £16.00 per resident, the East of England £9.99. London ranks seventh of nine on funding per resident but second on funding per resident aged 65 and over, because its population is younger.
- No English council publishes its own waiting time or approval rate. Councils report delivery data to government through the DELTA return, and Foundations turns it into a scorecard for each authority, but those scorecards are shared only with the council that submitted the data. The national averages below are published; the per-council figures are not.

How long a Disabled Facilities Grant takes
Councils report their delivery times to government each year through the DELTA return. Foundations, the national body for home improvement agencies, compiles the returns and publishes the national picture. For 2023/24, the most recent year published, the average Disabled Facilities Grant in England took 247 working days from first enquiry to finished work, up from 223 working days the year before. That is roughly eleven to twelve months of ordinary calendar time.

The best practice targets come from the government’s Disabled Facilities Grant delivery guidance. Around one council in ten currently meets the full target. Councils do meet their legal duties in most cases: nearly 97% approved valid applications inside the six month statutory limit, and nearly 98% completed the works inside twelve months.
Why you may have seen a much shorter figure
A Freedom of Information study of 108 English councils, widely quoted since, found an average of 46 days. That figure measures the time taken to reach a decision on a grant, not the time from first enquiry to installed adaptation, and the same study recorded individual council averages from 1 day to 281 days. The 247 working day figure above is the full end to end measure reported by councils themselves. Both can be true at once, and the difference between them is the part of the process most people are actually waiting through: occupational therapy assessment, specification of the works, and the building work itself.
What is published per council, and what is not
This is worth stating plainly, because it explains the shape of the table above.
- Maximum grant: published. £30,000 in England, set in law and identical in every council area. Some councils top this up through a discretionary housing assistance policy, and those policies are published individually by each council but are not collected anywhere centrally.
- Funding: published. MHCLG publishes each authority’s allocation annually. That is the source of the budget column.
- Waiting times: not published per council. Every English council reports its delivery times to government, and Foundations produces a scorecard for each one, but those scorecards are shared only with the council concerned. Only the national averages are public.
- Approval rates: not published per council. Neither the number of applications received nor the number approved is published at council level.
We are collecting the missing two columns directly, through Freedom of Information requests to all 296 housing authorities, using identical wording so the answers are comparable. This table will be updated as responses arrive.
Methodology
- DFG budget 2026/27: the allocation confirmed by MHCLG on 17 February 2026 in Annex A of the response to the consultation on changing the way government allocates Disabled Facilities Grant funding. All 296 rows sum to £722,999,997.
- Change vs 2025/26: the same authority’s confirmed allocation a year earlier. No authority receives less in 2026/27, because transitional protection guarantees no reduction against the June 2025 figure. That comparison is against the £711 million base allocation for 2025/26. Counting the one-off £50 million in-year uplift, which took 2025/26 to £761 million and is not repeated, most authorities have less cash to spend this year than last.
- Population: ONS mid-2025 population estimates for local authority districts, all ages and aged 65 and over, obtained through Nomis. Authority boundaries are matched to the 2024 local authority districts used in MHCLG’s own local authority housing statistics, so every budget row joins to exactly one population row.
- Per resident and per resident 65+: the authority’s allocation divided by its population on each measure. These are our own calculations and are not published elsewhere.
- Adaptations supported (estimate): the authority’s allocation divided by £12,337, which is the national ratio of DFG budget to completed adaptations (£723 million for 2026/27 against the 58,606 grants completed in 2023/24, the most recent completions figure published). It is an indicative figure at the national rate, not a forecast for that council, and it mixes a current budget with an earlier year’s delivery.

What is the maximum Disabled Facilities Grant in my council area?
£30,000 anywhere in England. The limit is set in law, not by the council, so it does not vary between authorities. It is £36,000 in Wales and £35,000 in Northern Ireland, which the Northern Ireland Housing Executive can raise to £70,000 in some cases. Scotland runs a separate Scheme of Assistance rather than a Disabled Facilities Grant.
Which council has the most Disabled Facilities Grant funding per resident?
Burnley, at £33.47 per resident in 2026/27. Setting aside City of London, which has a resident population of about 15,600, the lowest is Uttlesford at £3.13. The median authority receives £11.61 per resident.
How long does a Disabled Facilities Grant take?
An average of 247 working days in England from first enquiry to completed work, based on councils’ own 2023/24 returns. The three stages average 114 working days to application, 30 to approval and 104 to completion. Individual councils are not required to publish their own figures.
Why does my council have a smaller budget than the one next door?
2026/27 is the first year of a needs based formula built on the number of income deprived disabled working age adults, additional income deprived people over 65, and disabled children, with a weighting for the higher cost of children’s adaptations and an adjustment for local building costs. Transitional protection means no authority receives less than it did in June 2025, so 139 authorities are still held at their historic figure while the formula phases in.
Does a bigger council budget mean I am more likely to get a grant?
Not directly. Eligibility is decided by a means test and by whether the works are necessary and appropriate, not by how much money the council holds. Budget size affects a different thing: councils that commit their whole budget before the year ends can defer payment for up to twelve months, and 17 councils deferred grants in 2023/24.
Can a council pay more than £30,000?
Yes, using discretionary powers, and many councils have a housing assistance policy that allows a top up in defined circumstances. Not all do, and the policies differ, so it is worth asking your own council directly. Adaptations for children more often go above the limit: councils completed an average of six grants over £30,000 each in 2023/24.
