It matters more than usual to read the Welsh version and not an England guide, because the two systems have diverged: the cap is higher, the means test has been removed from the category stairlifts sit in, and Wales has fast-track and tenant programmes England does not have.

How Wales differs from England
Both nations use the Disabled Facilities Grant under the same 1996 Act, but Wales has changed how it applies. The Welsh system sorts adaptations into three sizes, and the size determines the process.

Two things follow from the table. First, the question that dominates England-focused guides, whether your savings disqualify you, mostly does not arise for a stairlift in Wales. Second, the paperwork scales with the work: a stairlift case is designed to move faster than a full DFG.
Where the means test does apply, Age Cymru notes that people receiving Pension Credit Guarantee Credit, Housing Benefit, Council Tax Reduction or Universal Credit will not normally have to make a contribution, and applications for a disabled child are exempt from the test.
The route, step by step
Ask for the assessment
Contact your council’s social services department and ask for a needs assessment, saying the stairs are the problem. Shelter Cymru confirms the council’s social services can carry out a needs assessment that includes adaptations. A stairlift case: the medium route
With an OT recommendation, a stairlift is a medium adaptation. Age Cymru’s factsheet says delivery is typically within 4 months of referral, and that means testing is not required for small and medium adaptations. The ENABLE programme sits behind this: Welsh Government funding that councils use flexibly, primarily for small and medium adaptations, so the council has money for exactly this category. Shelter Cymru’s wording is slightly more cautious, saying you might need to pay a contribution towards a medium adaptation, so ask your council directly whether any contribution applies to your case before work is arranged.
Larger cases: the full DFG
If your situation needs more than a stairlift, the mandatory DFG applies, up to £36,000, means tested on the disabled person’s and their partner’s income and savings. The council must be satisfied the work is necessary and appropriate and that the property is suitable for it, and it must tell you its decision within 6 months of the application.
Council and housing association tenants
Tenants of community landlords do not apply for the DFG themselves in the usual case. For housing association tenants, the landlord accesses a Physical Adaptations Grant from the Welsh Government after the same OT assessment, so your first two calls are social services for the assessment and your landlord to say it is coming. Urgent small works while you wait
If the household also needs grab rails, a half step or similar while the stairlift case progresses, the Rapid Response Adaptations Programme exists for exactly that: small-scale works within 15 working days, not means tested, administered by Care & Repair Cymru, on referral from a health or social care professional such as the OT. You cannot apply directly, so ask the professional handling your case to refer.
What it means in pounds
Our UK Stairlift Price Index puts the median advertised price of a new straight stairlift at £1,995 and a new curved stairlift at £4,395, from 73 advertised prices across 25 sellers captured on 20 August 2026. Both sit far below the £36,000 cap, and if your council applies the medium-adaptation rules with no contribution, the assessed cost is met in full. The honest unknown is the contribution question where sources differ, which is why the one call worth making early is to ask your council how it funds medium adaptations this year.
If you buy privately instead, VAT relief matters. HMRC’s VAT Notice 701/7 provides for zero-rating for a person who is chronically sick or disabled, on a written declaration your installer handles. Age Cymru’s factsheet also lists stairlifts among items eligible for a reduced 5 per cent VAT rate for people over 60 where the zero rate does not apply, supplied and installed. Ask the installer which rate applies before you sign, and treat any quote that charges 20 per cent VAT to an eligible customer as a question to raise.
Drawbacks and things to know before you start
The assessment comes first. Every route on this page runs through the OT recommendation, and none of them reimburses a lift you already bought. If you can afford to buy privately and want to skip the process, make that choice knowingly.
The timescales are targets, not guarantees. The 4-month figure for medium adaptations and the 15 working days for RRAP describe how the system is meant to run. Ask your council what its current waits look like, and say clearly if the situation is urgent, for example around a hospital discharge.
The grant follows need, not preference. If the OT concludes a different measure meets the need, that is what gets funded.
Maintenance is yours afterwards. Budget £80 to £180 a year for servicing once the initial guarantee ends, whoever paid for the installation.
